Outlaw Keycard Upgrade Tiers

Uncommon: Reached after completing one Quest. Unlocks Black Market back rooms, offering potentially better loot than standard Black Markets.

Rare: Unlocked after completing five Quests. Adds an Outlaw Chest to Black Markets.

Epic: Unlocked after completing ten Quests. Allows purchasing loadouts from NPCs.

Legendary: Unlocked after completing twenty Quests. Guarantees a Legendary item and one Dill Bit from Outlaw Chests.
